Boot up Problems With Windows 8 asus notebook after repair

Specs: Windows 8
I have a asus notebook I just got it repaired and It got a new Hard Drive... I got it in the Mail today. I turned it on and it said .

Realtek Pcie GBE family controller series v2.46:
pxe-E61 media test failure, check cable
Reboot and Select Proper Boot device or Inset Boot Media in Selected Boot device and press a key.

The error message means your notebook cannot detect the hard drive so it's trying to boot from the network connection instead, which obviously has no bootable device available either.

Either the new hard drive is faulty, or it is not connected up properly, or there is no operating system installed on it.
