Blue lines and signal out of range on startup

Specs: Windows vista
I turn on my PC and there are blue vertical lines ontop of the normal graphics. The screen then goes black all of a sudden and a box pops up on screen saying " Signal out of range". I'm not able to get on to safe mode to try and sort out my resolution or graphics card as have been suggested on this site. However, i can get on to start up repair. but nothing positive comes of it. I'm unsure of my Ram/cpu but the software i have on my pc is window vista. Please, can some one help, as my whole family use this pc.. we're kinda dependant on it now. oh, its a packard bell pc if that means anything?

it's hard to help without knowing system specs. If u have a v-card and u see verticle lines when u start the system (post screen) then the v-card is dying, sometimes underclocking help. Also check gpu temp.
"signal out of range" the resolution isn't supported by the monitor. Tap f8 when u start the system and enable vga mode or similar.
