BIOS won't flash

Specs: Ubuntu
This PC came with 1+2 PC5300 RAM. I replaced with 2+2 DDR2-PC6400 RAM but it was still using it at the speed of PC5300. After changing the SDRAM speed and other parameters in BIOS it stopped booting altogether.
Now I just see a blank screen, no beeps, sound of running fan, led glows, no POST. So I can't even go into BIOS to change the setting. I tried taking out the CMOS battery overnight but that did not help.

It is between a laptop and a desktop. It has SODIMM memory, integrated screen, uses mini-PCIe, but has desktop motherboard DGM965RA (AA D70190), 3.5" SATA and looks like a desktop.

did you pull the power cord? did you pull the power cord while changing the ram? I also don't recall reading where you reinstalled the old ram.
