bios windows won't load

Specs: Windows xp
Issues with Bios- does not load windows it says hrware monitor found problem load power setup tp see when I do ths it says MB Temp 63/145F, CPU Temp 83/181F, CPU Fan speed 3813 RPM, Power FanSpeed 44RPM, Vcore Voltage 1.6V, +3.3V Voltage 3.3V, +5V Voltage 5.1V, +12V Voltage 11.7V. Can anyone help me I am trying to fix my Grams Computer. It is a sony Vaio PCV-RX651

CPU and board temperature are very high, start by removing the side panel and remove the dust system case including all fans, u need to remove the old thermal paste and correct new one.

Yes that worked, however hardware monitor is still detecting an issue and windows still won't load. Can you help?
