Is this a new system, a newly built or upgraded system, or an old one?
Has it ever worked?
Have you been having problems for a while?
Other problems?
Have you recently added or changed any hardware?

Have you tried removing one stick of memory, then switching them and tried the other one?
Have you tried clearing your CMOS, then resetting your BIOS to defaults, then manually checking your basic BIOS settings?
Have you tried booting to a CD with Memtest on it?
Please post back results and additional information on your hardware as well as the answers to the above.

You have to be a little bit crazy to keep you from going insane.

I was not able to boot from anything i couldn't get past the bios screen, I did not test the RAM but i did clean out the computer and make sure that all of the connections were made properly. Tried booting it up after that ( a couple of things were in fact loose) and it seems to be working every try now which is good, windows is currently reinstalling and it has restarted without a hitch every time. Thanks for the help though
