Specs: Windows 7
im running win 7 and my S.M.A.R.T. keeps giving me the same warning.
ther is no option in the bios to deactivate the smart detection

Turning off the SMART warning would be like turning off the oil warning light in your car. You are being told that your hard disk is about to fail. If you value your data do something about it now.

IVE ALREADY CHANGED HARD DRIVE AND IT STILL SAYS SMART DISK FAILURE

OK - no need to shout. Don't get annoyed because there is further information that you didn't give in your original post. We're not mind readers.

Either there is something wrong with you new hard disk or with you motherboard. As you don't tell us which motherboard it is there's not much more that can be said.

Download SIW or HWmonitor. Both are useful, free tools that can help you with your problem. SIW should be able to tell you which motherboard you have.

Did you also change the data cable when you changed the hard drive?
