ATX Connected, nothing.. discnnctd fans only

Specs: Windows XP
I have multiple computers I purchased a few years ago which all have the same problem. Basically they no longer do anything when I hit the power switch.

I purchased a new PSU and when everything is connected, all fans get a quick, short movement when I hit the power switch... then nothing at all. If I disconnect the ATX connection all of the fans run, and I get an orange light on the front of the computer, and nothing shows up when connected to a monitor.

I have a few of these things and would like to fix them myself (if possible). Any help is greatly appreciated.

Sounds like the power supply you bought is a cheapie.

I only purchased one new PSU to see if that would fix the problem... it hasn't but at least the fans work when the ATX connection isn't plugged in... also there's a brief power surge when it is plugged in.
