Did it say the drivers weren't signed by Microsoft and asked you if you want to install them anyway?

Go ahead and install them anyway. It just means that the drivers aren't endorsed by Microsoft.

AGP card? For starters, the HD 3650 isn't a good gaming card so I hope that's not what you got it for. But because it is an HD series AGP card, you'll need to install the ATI Hotfix to get it to work properly.
