How can I get cash for my working desktop device,valued at 1300 us dollars. Working In good condition?

You could put a small ad in your local paper, or sell it on eBay. But, unless it's something rather special, I doubt that it is worth $1300 when sold second hand.

Unless you really "need" the money - and can get what you feel is good price... perhaps be inclined to keep it as a working spare...

Always useful to have a working spare system in the event of problems with one's other kit?

Unfortunately, like many things, values can drop as much as 50% below their original purchase price when re-sold.
