Amber LED lights up booting Dell desktop

Specs: Microsoft Windows XP Home Edition, 2.992 GHz / 2.5 MB
Hi all, for some unknown reason my pc will occasionally not load up when i switch it on. Instead i seem to get an amber power light and the screen remains on standby. Ive read many forums on the internet and they suggest it could be a power supply problem. However i have replaced my old PSU with a new one but the same thing is happening. Some sort of power is getting to my motherboard because the green light always comes on. When my pc does come on it more often than not stays on but it does sometimes completely freeze and im back to square one. I should mention that somtimes i'll remove and put back the odd component inside the desktop and i can get it back on but there seems to be no pattern to what i take out that causes it to work. I have recently wiped my pc clean and reinstalled windows to see if it would make a difference but it hasnt. Also ive looked at the diagnostic lights on the back of the desktop and they are all off. Any help would be appreciated.

Download and install this program first. It will check your Ram for errors.

Also, is the inside of the machine dust and dirt free? Use a can of compressed air to blow out the fans etc. Unplug it first of course.

Ive just gave my pc a good clean and ran the memtest86+. The test came back with a pass and no errors. Im taking thats a good thing. However the problem still seems to be happening. Is there anything else i can try?

Does anyone out there know what could be wrong with my pc. Ive spent months searching various forums but no one seems to be able to help. Do i just need to get a new pc or is there something that could be done.
