Power down system. Remove ac and battery. Remove all usb devices. Put back power and only the new usb mouse. Power up and see if it works.

unpower, remove battery, but cannot remove all usb device (bluetooth usb dongle and Lanovo easy camera are inbuilt to the netbook).

Any plug in power without battery, boot up, logon and try both old and new use mouse. Result is the same - can click, can scroll but no moving the cursor.

for the new mouse, after waiting for a while, it pop up a window - found new hardware, hardware installation problem, your new hardware may not work.

Is this indicate that something wrong with the USB mouse driver?

Hard to tell. Event logs may tell. Usually it needs a driver or a reboot to correct that note.
