All Ports (USB, PS/2, ETC.) Not getting power

Specs: Windows XP Pro SP3, Intel Celeron 2.80 GHz, 256KB RAM
I am trying to figure out why all of the ports on the back
of my computer have stopped working. This includes
VGA, USB, PS/2.

So, if your VGA isn't working you're not getting any video, right? No video is rarely a problem with VGA, it usually means your PC is busted. You should probably better explain your problem but I bet you turned it on and heard the fans and drives spin, saw LEDs flashing and just assumed it was working OK except for your ports, although I don't know how you'd know USB and PS/2 weren't working if you had no video.

Yes, you are right everything looked fine besides the ports.
BTW I know the ps/2 and usb ports don't work because I have
a wireless usb keyboard (the kind that has a separate part that
plugs in via usb or ps/2) that, on the separate part, has a LED
for keyboard activity and it does light up when plugged in to usb
or ps/2.

The KB led lighting up happens when the bios initializes the keyboard. If it doesn't light up it usually means the bios isn't doing that--or anything else.

It's probably going to end up being a motherboard and/or PSU failure but, did anything happen to it, or did you make any changes to it, between the last time it worked OK and the first time it didn't?
