agp hardware acceleration not working in wind

Specs: Windows XP
i have a windows 7 computer that comes with a intel moblie serise 4 graphics card. It haves agp acceleration. The problem is when i dell boot windows xp, xp cant turn on agp, i tried going into dxdiag.exe to see if i can enable it, but the option to do soisnt changeable. Its stuck on disable. Now what i want to know is how to force enable it , or some way to turn it on.
I bet you wondering why play games on xp, when i have 7?
The reason is even though when i play game on 7( high resution games like halo2,gears of war, need for speed hot pursuit) this games lag alittle or alittle to much since theirs sooo many background programs running, and game booster can only shut down some many programs without giving me a blue screen. Thats why i play on xp, no lag and smooth game play for most avg high end games, but to play does high resolution games i need the hardware acceleration to work. So any ideas on how to enable it?

NOTE: i have installed the lastest graphics card drivers.

Look below of drivers.

As far as too many programs running in the background in Windows 7 goes, you have control of that. Don't have all those programs running at start up.

You should have stated right from the start that you have a laptop. I don't know how it has AGP acceleration since the graphics runs on the PCI-e bus?
