Specs: Win xp, P4 1.7ghz/ ddr266 1gb

According to this http://www.tomshardware.com/reviews... 9600gt 1gb usd 68.4w underload which is less than 75w provided by pci-e x16 slot. Why it need additional power from psu? because incase someone try to overclock it (iam guessing). Is it possible to it without additional power?

Because the 75W is shared amongst all device connected to the PCI-E bus. The majority of the power for the graphics card will be taken from the PSU and only a minimal amount of power from the slot itself.

but look at 6800gt, it use 66.7w underload and no additional power required.
