If you're getting no video at all while booting even BEFORE Windows is supposed to load, that isn't a software problem, that's a hardware problem, and usually it isn't the video adapter that's causing the problem.
Why do you think you accidently deleted the Intel graphics driver ? Even if you did delete one file, that probably won't disable the graphics.
What do you mean by blank ?
If you mean all black, and if you have normal video while booting until Windows is supposed to load, you probably need to load monitor drivers.

Boot into Enable VGA mode.
Note - that's missing press F8 etc.
Remove any bootable CDs or DVDs you have in drives.
Press F8 repeatedly while booting, don't hold down the key, starting very early in the boot.
When the Windows boot choices menu appears, choose Enable VGA mode.
