Specs: Dell Lattitude D630 Windows XP
needs a Ctrl+Alt+Del but keeps comming back to this screen

Disk read, assuming you mean Hard drive? If yes, sounds like a failing hard drive.

Test your Dell laptop with the Dell Diagnostics On Board and/or Drivers & Utilities boot CD.

For On Board Diags, start up PC, press F12, go to Diagnostics.
For CD Diags, put in CD, start up PC, press F12, boot to CD/DVD ROM, run the FULL Diagnostics.

Even before you do the test, back up your files to an external drive just in case it is bad and fails completely during the testing.

You have to be a little bit crazy to keep you from going insane.
