5850 weird issue

Specs: Windows 7, 6gb
Howdy, I just got back a Toxic 2gb 5850 from Sapphire for a replacement of my 4870x2 that died. My issue is that if I have my machine turned off for more than an hour or so, when I turn it back on, all I get is a blank video signal. Monitor turns on, but displays black. The computer continues to boot in the background, but I have to press the reset button, then I get a video signal back and everything works ok. If I shut it down, and turn it back on again right away I don't get this issue. It's like the card needs to heat up for about 5 seconds before it will work. Any suggestions? I've unstalled/reinstalled ATI 11.3 drivers, reset BIOS to default, tried different PCI-E slots. PSU is 950 watts so that shouldn't be an issue.....

If you burned out 2 video cards at once, the problem may very well be the power supply. 950W doesn't mean squat. Is it a $25 generic cheapie? Or a reliable name brand that cost about $100? What is the make/model & the amperage ratings on the +3.3v, +5v & +12v rails.

I used my 4870x2 for almost 2 years until it died....and just got this 5850 a few days ago.....and it still works, using it right now. Runs games and everything fine, it just doesn't want to boot when it's cold. PSU specs: http://www.newegg.com/Product/Produ...
