1600 or 1333?

Specs: Windows 7 64-bit, 3 GHz / 4094 MB
i have a 2 x 2GB 1600 DDR3, but CPU-Z show me that is 667 MHz. I now that because is DDR (1, 2 or 3) it has a base clock doubled. So, if is 1333, is 667 but double because is DDR. But is 1600, so, it must be 800 MHz................

What happens here? is a bad BIOS configuration?

is a G.SKILL Ripjaws Series 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-12800CL9D-4GBRL

It's not a memory problem. Which CPU are you running? Did you manually confure the BIOS settings?
