1 second power up

Started to build a new system, and the unit will give a1 second power up...fans, lights, DVD rattle, MoBo lights. Then it shuts down for 5 sec...then repeats. The cycle will continue until I kill power supply. Also had lights flash on the keyboard. I was told by a friend to send the motherboard back.
ASRock P55 Extreme LGE 1156 ATX MoBo, Cosair 750 PSU,
XCLIO Windtunnel ATX Full tower case,
Intel Core i5 Lynnfield 2.66GHz LGA 1156 Quadcore CPU,
A-DATA 4GB (2 x 2GB) DDR3 1600 240pin memory stix,
Lite-ON 24x DVD writer SATA
I have diconnected all componnets and wiring headers from the motherboard. Left in the CPU and memory and still had the same results.
Any hints? Anyone familiar with this problem?

Benchtest it outside of pc case. u need cpu,board,ram(one stick),psu,v-card,keyboard. Make sure all the components are connected fine. Start the system, do u hear any beeps? And try to remove ram then start the system. U didn't mention v-card name.
