Alright so I have an Intel core 2 quad q9400 2.6 Ghz No overclock, an AMD Radeon hd 6670 2GB Core Edition, 4GB of Ram and I can't run WoW with over 50 fps on good in raids, what would I need to upgrade in order to get it to where I can have 50-60FPS constant in raids under heavy loads of things happening resolution is 1680x1050. Note I get about 19-30 fps in raids under stress. and 24-30 in org on illidan.

well I cant argue that the 6670 is a powerful card, but that's a high resolution your playing at, what others settings do you use as in graphics quality ?
Note that while the 6670 is powerful, the card is in the medium tier so it cant max out all games.
If you experience fps drops in all games I suggest you check your video card temperatures and upgrade your graphics drivers.

Texture Resolution: High
Texture Filtering: 4x Anisotropic
Projected Textures: Enabled
View Distance: Good
Environment Detail: Good
Ground Clutter: Good
Shadow Quality: Fair (Changed this a lot doesn't seem to affect performance)
Liquid Detail: Low (Kills my performance if any higher than low)
Sunshafts: Disabled
Particle Density: Good
SSAO: Disabled
Resolution: 1680x1050
V-Sync: Enabled

Btw is an Intel Core 2 Quad Q9400 enough to handle wow or is there a bottleneck in my system?

If specific games are giving you problems, lower the game settings & gaming resolution.
