Solved RTSS ( Riva Tuner ) fails to start up

March 2, 2020 at 05:23:52
Specs: Win 10, 8GB
I have installed Riva Tuner as part of installation of MSI Afterburner. I then startup both Riva Tuner and Afterburner, but for Riva Tuner he is stating that my application has been blocked.

So, it's not the usual question to ask for confirmation to run it, but only a message stating I cannot run just that tool (RTSS.exe). ( Afterburner runs OK )

Installation was OK, my UAC is set to the second lowest level. Note : I do NOT accept any solution that involves lowering my UAC, even temporary.

I'm reading that it may be blocked because of certification issues, but it's weird that it would be blocked for everybody.

I managed to get it running once, after I ran "SFC /SCANNOW",
but it didn't work a second time ..

What is going wrong here ?

Version 7.2.1, or at leat my copy of it, had no "Publisher",
while version 7.2.3 has.

I guess this is where the issue was

These are the checksums, for what it concerns
MSIAfterburnerSetup460_and_Riva721.exe 965a3d5161d19864f0a7c04ad63d6561
MSIAfterburnerSetup462_and_Riva723.exe 23f623b68973759e1b2eb01e33dc5d72

amd gpu or nvidia? amd has its own version of realtime logging

there are some guides on youtube on how to get rivatuner to be set up properly.

other than that you can try to set an exception for UAC, for just RTSS.exe

If that relates to startup issues I'll have a look

I haven't done that yet, but I guess it is possible.

EDIT: Microsoft says it isnt: https://answers.microsoft.com/en-us...

Why are you installing both Rivatuner & Afterburner? Riva hasn't been updated in over 10 years.

"RivaTuner was last updated in 2009. It has since been licensed by computer hardware vendors and integrated into various overclocking utilities, including MSI Afterburner..."

"Rivatuner Statistics Server (RTSS), which was initially a companion software to RivaTuner, has since evolved into a frame rate and hardware monitor that supports video capture and frame limiting. Unlike RivaTuner, RTSS continues to receive updates and, as of 2017, supports performance monitoring on the latest graphics cards and APIs. RTSS is bundled with MSI Afterburner, but MSI Afterburner does not require the installation of RTSS to function."

Well, basically you supplied the answer: it is bundled with Afterburner, and I actually use the tool because it complements some features that are missing from Afterburner itself.
That last thing is probably the reason why it is bundled.

Tell me if otherwise, but if you get an "official" copy of Afterburner, today, you will get Riva alongside.
Obviously, it is not mandatory to install ...

Note that I have downloaded different versions of Riva, in the last couple of years, so how does that synch with "last updated in 2009" ? Are you talking about the same product ? I am talking about the product that is officially called "RivaTuner Statistics Server", aka "RTSS", aka "Riva"

EDIT: Checked, downloaded Riva (with the Afterburner version), from:
https://www.msi.com/page/afterburner
Got Afterburner version 4.6.2
Got Riva version 7.2.3

These are some the latest versions:

VERSION 7.2.2 (PUBLISHED ON 09.03.2019)
VERSION 7.2.1 (PUBLISHED ON 07.03.2019)
VERSION 7.2.0 (PUBLISHED ON 30.10.2018)
VERSION 7.1.0 (PUBLISHED ON 24.04.2018)
etc.

I see there is some software "stolen", which is what Riider is probably talking about. As the initial issue of this thread may be a certification issue ... But again, I don't understand it would be such a general issue. I have found nothing on Youtube about Riva not starting up. Google has references though ..

Hmmm ... I have this Spyware blocker tool active now. There's a good chance it has disabled something. But, that one is quite configurable, so I just need to find the setting ..

> nothing in event log?

There's a lot in the Event log
Ironically, most relate to other issues I have (SATA drivers), but I've yet to see one that relates to Riva.

But, to check that, I'll open up the Event-thingy while I try to start up Riva.
If any event, I'll put it here ..

Tried the same software on another Windows 10 machine: same issue.
That is version 7.2.1

Got latest version from MSI website, got version 7.2.3
Works on both machines now ...

Not 100% sure, but I think the bad version was still downloaded from MSI.com
VirusTotal did find 1 scanner to report malware/virus on the version 7.2.1, but that scanner is not a top version scanner, in the way that that would lead to thinking it was safe anyway.
The new version (7.2.3) had nothing reported though ..

I would like to put one reply as "Best Answer" but I need somebody else other than me to state something towards the solution.
