So, this is the first time I really tried to download anything on my computer, and i've had it for a year (mom did the starting up stuff) and whenever I try to download something a pop up shows saying that there is a problem with trying to download it and its going to send me a notice when its fixed and I havent gotten a notice yet...so I don't know what to do...help?
I've seen this problem several times with downloads through chrome. If you've tried restarting chrome, then I would suggest just using Internet Explorer. There's really nothing you can do about it, and it happens at random. Apparently the last update to chrome did something to the way it manages large downloads which can cause extremely slow download speeds (like 5 Kb/s) or download errors. There's lots of help forums on Google about this with several "fixes", but none of them have consistently worked for me. Good Luck.

I am using Chrome because that works best on my laptop, and I have reset it already and nothing happened
can you show us a screenshot of what the system is telling you when you try downloading something? and besides from what sources are you downloading stuff? actually it's quite a strange problem... It also could be a kind of a virus or something...
