How to uninstll other than by control panel?

Specs: Windows 7 Ultimate, ??
I want to STOP these pop ups!!!!!!!!!!!!! They start as soon as I log on to my computer. I've been
getting rid of them by hitting the enter button but that's starting to get old.

1) Failed on loading skin name "minibcont". The file "shell.css" is required in your
"sscommon/skins/minibcont/css/" directory. To fix this problem, please check the skin
name in your config file, or reinstall the application.

This window will be closed.

Don't know how and originally downloaded from Dell Support Center Website.

2) The webpage you are viewing is trying to close the window.

Do you want to close this window?

I've already tried uninstalling Dell Support Center and while in process, I'll get this pop up.

Dell Support Center

Error 1314. The specified path profiles\all words\application data\support soft\

Dell Support Center\system data is unavailable


Hopefully I've got all the information you need and you'll be able to give me a suggestion.

Use System Restore & pick a date before the problem began. Or boot into Safe Mode, then try running the uninstaller.

Not sure when it started so can't use system restore. Did a Safe Mode, tried to uninstall and this popped up:

The Window Installer Service could not be accessed. This can occur if the Windows Installer is not correctly Installed. Contact your Support personnel for assistance.

I was told at one time to Reinstall, than uninstall but, that didn't work either.

You mean uninstalling things?
You can try "YourUninstaller" or "CCleaner"

I tried "CCleaner" and that didn't work
Just what is "YourUninstaller"?????
