Safe Mode was designed as a means of starting the computer for diagnostic and repair when a normal startup is not possible. To make that possible only basic services and drivers are loaded. It was never intended for normal use. I expect that much needed for the game does not run. Making it work would be a challenge, one I have no interest in.

Your computer is not a gamer, at least not in it's current state. You need more RAM, a decent graphics card, & a decent version of Windows (not "starter edition").

EDIT: I just realized it's a laptop. It's probably overheating. Regardless, it will NEVER be a decent gamer, no matter what you do to it. Stick to old games, VERY old games.

What do you hope to gain by running the game in safe mode?
Likely the laptop is overheating. If it overheats in normal mode it will do so in safe mode as well.

The machine probably needs a good cleaning out (physically) and a cleaning out of old junk (programs, files, malware, and too many things starting with Windows), just to run normally in most things but it will never do well for gaming. Replace with a desktop or laptop made for gaming (the later can be fairly expensive, the former, not as much so if your expectations are modest).

You have to be a little bit crazy to keep you from going insane.
