AM3 boards with 700-series chipsets & AM3 CPUs are old news. You should be looking at the FX-series AM3+ CPUs & boards based on the 900-series chipset.

FX-4300 Vishera 3.8GHz (4.0GHz) Socket AM3+ 95W Quad-Core - $111

MSI 970A-G43 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX AMD Motherboard - $60 after coupon

The CPU comes with a cooler, no point in getting an aftermarket one. You can always upgrade later if you feel it's necessary. And there's no reason to overspend for a power supply when you can get this Corsair for under $20:

Cosair 430W PSU - $19 after rebate

Not enough detail about the RAM you selected but the FX-series supports DDR3-1866.

G.SKILL Sniper Series 8GB (2 x 4GB) DDR3-1866 - $77

500GB HDD for Windows & 1TB HDD for storage? The HD 6950 is a decent card but becoming harder to find. The newer HD 7000-series is more energy efficient so you might want to consider something comparable from that series.

I posted the prices for some of the hardware, total is approx. $270. Add another $125-150 for a decent video card & about $125 for the 2 HDDs. You can always hold off on getting the 2nd HDD & add it later. So you're looking at about $500 with 1 HDD.

You didn't mention anything about a case or DVD burner?
