You will need to purchase & install a Gaming Graphics Card, the on-board Intel Graphics Chip is abysmal for gaming. The motherboard has a PCI Express x16 slot:

Well in your case it is screaming "BUY A GRAPHICS CARD". The resource usage is the memory usage that the game will have with your current settings. In otherwords, 210/58MB means that you are using 210 MB out of a total available amount of 58MB, which isn't possible because that would mean that you are using over 300% of your available Video RAM. You can't use more than 100% so obviously something isn't right, and that most likely explains why textures aren't loading.

It almost sounds like the system is paging some of the textures to your hard drive's pagefile (virtual memory), and they aren't making it back to be rendered.

as mentioned above in response #1 intel graphics is just a bad choice to game with, espeacially GTA 4.
in your case and your psu availability we dont know how much amps are on the 12V rail im gunna assume there is enough for either and HD 5670 or an GT240 GDDR5

i have the exact same problem, just me and a bunch of streetlights! however, I'm wondering if there could be a problem with my computer, because I have an intel core i5 processor, 4GB ram, and although my graphics are standard intel HD, it says in the Intel Graphics Control Panel that i have 1696MB of maximum graphics memory, and i only use around 60 when playing GTA IV. Does this mean that i need to buy a different graphics card as well, because it seems like it should work.

having a huge ammount of video ram will not imporve gaming performance as much as having a gaming video card. intel for graphics stinks, and yes u have to buy a new GAMING GRAPHICS CARD
