DirectX doesn't install, d3dx9_24.dll stuck

Specs: Windows 7
Hey, I'm using windows 7. I have two games on Steam that reqiures to install DirectX components (Fallout 3 and Civilization V). However when I let steam install them, nothing happens. The program or the installation doesn't freeze, it just gets stuck and enters an eternal install window (I've waited 5 hours in hope it would proceed but in vain).
Instead I try installing it manually from "Steam/steamapps/common/sid meiers civilization v/directx". Here I noticed that when the installation program enters the file copying phase it gets stuck copying the very first file "d3dx9_24.dll" and once again enters an eternal installation process using 25% cpu.

Are the current cab files melded stuck and unable to get overwriten? Does it have something to do with Windows 7?

Please, any help would be much appriciated.

its not a problem with win 7 the file is just currupted download a working version of direct x

download the same version direct x as the curropted one and delete the currupted files and replace them with the working version you just downloaded
