Your current video adapter doesn't support direct x 9. This is a hardware requirement no software can help.

As kuwese said, this is a hardware issue. You need to upgrade your graphics card to one that supports shader 2.0 or higher.

i have a dell dimension 3000 desktop with windows xp home edition service pack 3
Intel R 82856G Graphics Card, Direct X 9.0
PentiumR Cpu 4: Intel R 2.80GHz 2.79 GHz 512 Mb RAM
disk drive st325o624A hard drive used space 66.0 GB free space 166 GB
intel R Pro/100 VE Network Connection

if there is anything else needed let me know. i wasn't sure which items to list

You're going to have a heck of a time getting games to play well on that old system. It has no graphics card, it has Intel Extreme 2 which is onboard graphics. And the motherboard has no AGP or PCI-express slot, it only has standard PCI. Here's the system specs:
