Direct X error

Specs: Windows 7
when i attempt to install a game DirextX will instantly crash and tell me to reffer to DXError.log. i have and this is the result

this is a brand new laptop.
could someone please help and pinpoint the problem as i do not have a clue what to do.

Un-install DirectX, download a more up-to-date copy, re-install.

i cannot seem to find how to uninstall it. it is not avalabe in the list of add or remove programmes or any folders.

also when i try install what you have recommended a pop up stops the instalation 'a cabinet file necisary for instalation cannot be trusted. please verify the cryptographic services enabled and the cabinet file certificate is valid'
