Solved Can't run any games in Fullscreen or Windowed Borderless

Specs: Windows 10
I recently rebuilt my PC and for a couple days all my games ran great, but over the last two days no games will run in fullscreen or windowed borderless. They just immediately crash to black, stall, or crash to desktop. I tried uninstalling and reinstalling drivers, multiple times, in multiple ways, I tried slotting my graphics card into a different port on my mother board. At first I tried changing the setting in the games only to find out it was every game and that trying to fix just one game was pointless. I recently got a Windows system update so I tried restoring to before it, but that didn't help. It's happening on multiple platforms such as Steam, Battlenet, Uplay, and Origin and none of the fullscreen games work, so it's not just one launcher. Games not running in firescreen seem to still work fine (A.K.A ShellShock Live). I have tried change my primary monitor that the games start on, but that hasn't worked either. I also ran a dxdiag and it showed the correct card and drivers with no errors.

Asus ATX DDR Intel LGA 1151 SATA III Motherboard
Intel i7-7700K Processor
Crucial MX300 2TB SATA SSD
Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3200MHz
Corsair CX750 Power Supply
GTX 980 Ti Graphics Card
Windows 10 Home
I'm also running three Asus VG248QE 24-Inch LED-Lit Monitors (1920x1080 144Hz)

I ended up manually going into control panel and uninstalling anything that had to do with Nvidia and then reinstalling threw a re-downloading geforce. Seems to be fixed. Geforces clean install dosnt seem to be working.
