The software is outdated:
https://www.embroideryonline.com/t-...If it is 16 bit software and your new Win 8.1 is a 64 bit then I'm afraid it will never run using a normal install. The only way I could imagine it might run is by using some sort of virtual machine, which is a complication without any guarantee it would work.
Sorry I've not got better news for you. Maybe there is some modern equivalent.

What is the "exact"error message that pops up? As Derek observes - that software is very old and from seriously way back in time... Calls for help about it do continue to drive here nonetheless; which would seem to speak well of the it, and a shame it hasn't been updated...?
