Couple of questions...

1. Can you send the model of your external hard drive?
2. What is the model of the new laptop?
3. Does it still work on the old laptop and what is the model of the old laptop?

Most times you dont need a start-up disc with an external hard drive, you just plug it in and it is recognized by the OS. On the new workstation..
Please go to the 'Start' button (blue orb) > right click 'Computer' and go to 'Manage'

From there, please click on 'Device Manager' and expand (by click on the arrow) 'disk drives' - please list everything that is in disk drives.
Also if there is anything in Device Manager with a Yellow Exclamation ! please list those devices.

From Computer Management (where you found device manager), please click on 'Disk Management' and list all of the disks that are listed as well. (Should see disk0, etc.)

It may be as simple as losing the drive letter or confliction, or may not be recognized by the system at all.
