How can i install a new operating system on c

Specs: Windows Vista
I have a toshiba portege 2000 and it does not have a cd drive. It also does not allow me to boot from USB so trying to use an external cd drive is out of the question. I've been told to do a number of things however I am not familiar with the process of fulfilling the suggested tasks. I was told to 1.try pc card and boot from that (it cant boot from that, you can just change the option to 'pcmcia compatible' 2. try a cross wire network cable and create a network between two laptops (which i don't know how to do or i dont know how to share the new hard drive with another laptop, and 3.try updating the BIOS, but I am assuming this is not possible as it is a new hard drive and is completely blank.

Any suggestions would help. Thanks

Updating the BIOS may allow you to boot from USB but please use this as a last resort, research this before touching BIOS updates. I cant understand why you have windows vista with no CD/DVD drive and no ability to boot from USB. Have you tried boot from an ext drive yet?

Sorry, its not vista, its windows xp pro laptop....the vista is the other laptop i was going to use for the cross over connection.
