Solved Help! FrameRate issues and mouse.

Specs: Windows 7, 3.5 GHz / 10005 MB
So out of nowhere in games (not all but most) whenever I moved my mouse the frame rate drops I tried in Arma 2 but it only drops in the menu and not in the action as for games like Portal 2 and Counter Strike Global Offensive it just drops I never had this problem before it was always above 60 fps for me. This isn't just in game it also acts up in Flash Pro CS6 and even though I can just stop moving the mouse so I can see my animation move it is still quite a bother to me. I tried updating my Graphics Card and my Mouse even though it keeps saying it's up to Date. Any help would be appreciated.

What did you upgrade to? According to the specs, your system came with a Radeon HD 7450 which isn't much of a gaming card, hopefully the replacement is better. Have you scanned for viruses & malware, used MSCONFIG to disable useless programs from loading at startup, run a cleaning program such as CCleaner-Slim to clear out accumulated internet junk files, etc, etc?

I tried multiple things and not much in solutions so I had to restore my PC to factory settings but not before backing up work related information it was troublesome seeing as I only have one HDD and no external HDD to save my programs in but it fixed it and now my games are playable.
