Error loading operating system

Specs: Windows 7
My Win Vista 64 Bit has just gone black.It can not navigate to the Desktop.On the left side of the screen it shows "Error loading operating system" with a blinking small dash at the end.Even if I try to use booting discs to try and restore nothing happens, it just remains the same.Can someone assist me on what i should do?

Either you were playing around in the BIOS and disabled hard drive booting or your hard drive has crashed.

Try clearing/resetting the CMOS. To do this UNPLUG THE POWER CORD FROM THE PC!!! Then open the cabinet,remove the battery from the board, the CMOS jumper,is a three pin jumper and usually located fairly close to the motherboard battery.Be sure to pay close attention to the which two of the three pins it`s on ie pins 1/2 normal or run,carefully pull it off those pins and place the cap onto the other two pins 2/3clear for about 10-15 secs then replace it back to original pins.Insert the battery,hook up the power cord then give it a try.
