Computer Not Loading YouTube or Twitch Videos

Specs: Windows 10, i7 4790k/16 gb
I have been relentless looking for a solution for this issue and have found nothing. I recently handed over my PC to my brother by cleanly reinstalling Windows 10 by going through the Settings app. I set it up for him and now he can't watch any YouTube or Twitch videos. It either plays and then goes choppy or it does not load at all. Computer worked flawless for me since I had it and he has not downloaded anything onto it. I have tried clearing the cache, downloading K-Lite Codec, reinstalling/resetting Chrome, and updating drivers. I am so lost on what the issue is.I can play videos through VLC media player with no issues.

Ditch Chrome & use Firefox instead - - - you're not doing yourself any favours using Chrome.

I installed Firefox as well and it has the same issue. Videos will play for a couple seconds and just begin to buffer. Internet speeds are 100 down and 10 up.

As far as I am aware both those sites now use HTML5 rather than Flash. This might be worth a try on Firefox, although it shouldn't really be necessary:

Try doing a thorough system cleaning - Adwcleaner, Malwarebytes, CCleaner-Slim, & get a lightweight AV program such as Bitdefender Free Edition. I'm not going to post all the links again, they've probably been posted at least 100 times. Disable all unnecessary startup apps using CCleaner, then reboot. You should probably update Adobe Flash too, just in case.
