Solved Boot-up Order Doesn't Show External HD for Backup

Specs: Windows 8
I have a Toshiba Canvio Desk Ext. HD USB that gave me a free software download of NTI Backup Now EZ. I am trying to do a complete restore and it says I need to restart the PC and boot to the drive with my back up files. However, I check the boot up order and it is nowhere to be found. I have no DVDs or Flash Drives that are large enough for the Complete System Backup file, so this is my only option.

It sounds like your computer BIOS doesn't support booting from USB devices.

Use a different system backup software which allows you to create a bootable CD.
The CD is just for booting the system in to the recovery program, then you navigate to the backup file on your external drive.

Of course, with different system backup software your existing backup file will be no good so you'll have to create a new one.
