Blackscreen with videocard

Specs: Windows 7, 3
Okay so I got a new video card and popped it into my Compaq Presario. The Galaxy GT220, and when I try to boot up my computer the moniter is blank while the PC is on and fuctional. I entered the user, sounds of logging in but the screen is still blank. When I take the card out , it works fine with the onboard card 6150SE 1.4GB. The minimum is 300W, while i have 250W. I read a review saying that it worked perfectly on a 250W PSU. x-x Is the PSU the reason why the blankscreen is happening?

Does the Graphics Card need it's own Power Supply ??

no it doesnt. its not one of those powerful ones that need a power supply.Im a newb at the comp ^^ since I just got into it recently
