The A: and B: drives are always floppy drives, never hard drives.
The first hard drive is always C:

Post your machine specs. You have dos on the hard drive now? Is your floppy drive an on-board drive or a USB drive?

If you don't have an install of DOS, you can't install Win3.x (unless you do it virtually). And if you already have an OS on the machine, then virtually would be the only way to do it (and you'd still need DOS on the VM first).
