VOBs are DVD format, you shouldn't have to do any converting. Where did you get the files?
Do you also have the .BUP and .IFO files? They contain information about the DVD (organization of tracks, menus, chapters, subtitles, etc). If so, you can use MagicIso, PowerIso, etc to create an image of a DVD. Start by creating two folders and name them "Audio_ts" and "Video_ts". Drop all your files (.BUP, .IFO, and .VOB) into the "Video_ts" folder. Drop both folders (yes, I know the Audio_ts folder is empty) into your ISO program (MagicIso, etc) and save the .ISO file. You can even burn the .ISO to DVD from within MagicIso, etc.
If you don't have the .BUP and .IFO files, change the .VOB extension to .MPG, then use a video file joiner to create a single .MPG file. Most any burning program knows what to do with .MPG.
