I think you mean file not folder, folders don't have a size the files in them do nor do folder contain video content.

Sending a large file over the Internet isn't going to reduce the resolution of the video unless you are asking how to reduce the file size for sending. And in that case, you can't reduce the file size without reducing the quality.

Also, no e-mail provider would allow you to e-mail a file that size, and it's unlikely that anything like Dropbox or Google Drive would allow you to upload anything that large without some hefty fees...

No, I meant folder. It has only about 2000 files in it and does include videos that was taken on a recent trip. I started to download to a hard drive and bring it back with me but the price of a hard drive prevented that, besides I already had a hard drive at home. My friend has the folder on his computer and we wanted to send it to my computer so I could edit the files and put them together in a sort of documentary. I used to download files in the MB range that would take all night to download and now with the speed increased substantially I figured it probably would not take all night to transfer the folder. Everyone seems to limit your use of the internet unless you pay more, which the price is outrageous already. Surely there is a less expensive way.

Probably the simplest way to do it would be to use Opera's "Unite" feature. Just use the URL that Opera creates to access your friends computer and load the folder directly to your computer. There is no size limit.

I like this and will try it but it said it is no longer supported when they come out with Opera 12. Does that mean Opera 11 will also not work afterwards?

Not sure how it'll work after version 12. I'd think it would still work, at least for a while, until Opera 12 is released. I just found out about Opera dropping Unite today. There are other similar free services available like DropSend, zUpload, usendit and megaupload.
