Remove overlays?

The other day I recorded a television broadcast about four hours long. During this recording were many I think they are called overlays of weather warnings. They filled almost the bottom half of the screen. I was wandering is there a software I can buy to edit these out so that I can have the entire picture back. They are rather annoying.

It was recorded to a stand alone dvd recorder with a hard drive. I use dvd-rw to move to computer after cutting commercials out.

The overlays are mixed into the video stream. The best you can do is blank the part out.

Oh well thanks guys. I was hoping I could buy something like Pinnacle that I could use to maybe remove the layers but I guess by the time it gets to me I can no longer do that? Just annoying I have to lose close to half the picture over a weather warning for an area a hundred miles from here.
