I currently use Sony Vegas 11, but I've had previous versions and I'm fairly certain the basics haven't changed so it should be simply a case of clicking on the 'Project' menu, select 'import media' & navigate to where you have your video file. I've not had any problems with mpeg, or just about any other formats, but the occasional avi does throw up a 'cannot import' error due to an 'error while opening a codec', so in those cases I convert the video to a different format (using Replay Convertor) & it works.

The latest version (11) is only a few pounds/dollars more & as I say that's the one I use with no issues, you can download a free trial for it from the Sony site if you want to be sure it does all you want.
