I am trying to reformat the pictures on my hard drive HP Compaq 6910p to be able to view them on set top box (Dish Network Hopper)

I think you are confused. FAT32 is a file system (a way of formatting a disk), not a meaningful file extension. You have to transfer your files to a backup disk, reformat the current disk as FAT32, then copy the files back from the backup.
