Editing Movie files and saving them

Specs: Windows XP Pro, 1.6
Anybody have some advice with editing movie files?

I was wondering it there is a free to use program that will recognize the type of file/codec, will allow editing of the file(cut out the boring parts), then save it as the same format as the original file. This way i don't end up with a larger file than what I started with. Or maybe if I can edit it and save it to the hyped h.264 type file that is supposedly suppose to be so much smaller with the same quality of picture.

Any suggestions/advice before exploring this?

Well you haven't told use what the original file codec was so we can't really say for sure but try Windows Movie Maker.

So aggravating to edit a movie for length just to find that the saved file is much larger than the file you started with, is there a program with the intelligence to save it with the same settings as the original file?
