Built-in Webcam Is Being Used By Another Program Problem

My webcam doesn’t function. Each time I launch Lifeframe it says “the camera is used by another program. I’ve updated the device in device manager, uninstal and instal Lifeframe3… still nothing has changed. on skype and Yahoo messenger, the camera doesn’t show up

      (Write this down somewhere)-To get in to safe mode, restart your computer, before windows loads ( ‘windows is starting’ bit) when there is a blinking cursor in the top left corner and just after the Asus logo has gone, keep pressing F8 until the advanced boot options come up, go to safe mode or safe mode with networking support then press enter.

      Thats what just came out of my head (not literally).

      Then see if your W-cam works.

      I am a hardware guy not a software guy but i try to help.
