Solved why can't the Toshiba dvd recorder record some tv channels?

Specs: Windows 10
It records without any problem most of the tv programs.
But some sport and movie programs cannot be recorded.

Error 28 is the message by the recorder.

Does anybody know how to resolve this problem?
