Solved Our L402C phones, both cordless and handset are noisy

Specs: Windows 7
They have been working perfectly fine for a couple of years and within the last six months they get extremely noisy on a regular basis

Contact your phone company. If the fault is with both cordless and wired phones the fault is almost certainly with the telephone system.

Years ago I had the same issue. The cause was water getting into the phone lines on the poles. As StuartS suggested, contact your phone company. They should check the line before it enters the house and I would bet they will identify the problem without entering your home.

Yep a combination of water, dirt and maybe a bit of oxide on outside connections can cause a leakage between the lines and/or to ground. Symptom is a crackling noise.
