Specs: windows 8, 2.793 GHz / 4 gig
I need a program on Either my smart phone or Laptop that can use VOIp program so I can make free phone calls using either of my Device through the wifi. I have had No Luck finding such a program as all have the same similar problem -meaning I / we can NOT call unless the Contact Person has the same program/ app installed. If you know of one or any apps that can do it without the other person needing the same app please can you tell me .
