How can I open a db.dat database file

Specs: Windows XP
I am using a weather data logging programme. I would like to access the data that the software is logging. I notice that it is creating a db.dat file which I imagine contains the data. How can I access this?

I have included a list of the files in the folder in case this helps to identify what the file format is.

You could try to open the file with a binary or hex editor. Maybe the file is an ascii file.
